Founded in 1990, PC Management (PCM) was an innovative MVNE solutions provider in the USA, offering virtual operators options from an entire mobile ecosystem to à la carte and custom solutions.
PCM was unique because it began as a mobile network operator (MNO), operating under the Immix Wireless brand in Pennsylvania, as well as being a network and back office systems specialist. As a mobile operator, solutions provider to other carriers and a true MVNO enabler, PCM leveraged its carrier core network, global roaming, OSS/BSS, billing and deep operator experience to launch and enable MVNOs.
Following an initial deployment of Cerillion's CRM & Billing solution for Immix Wireless, PCM and Cerillion worked closely together from 2003 to 2014, with Cerillion upgrading PCM's BSS environment to support an array of flexible MVNE services.
“ The Cerillion system is very configurable, so we are able to meet very specific and unique business needs with one complete solution. We can rate virtually anything as long as there is a usage record (CDR), and have been able to launch new propositions such as an innovative Fixed-Mobile Convergence (FMC) product. ”
As both a regional GSM operator and MVNE, agility was crucial for PCM in order to compete with the large nationwide carriers. Flexibility in the offerings that could be supported and enabling a faster time-to-market were both crucial factors for PCM to provide a competitive advantage.
Key BSS requirements for PCM included:
- Flexible usage pricing and management of roaming agreements
- Comprehensive set of APIs for integration with external systems
- Management of complex tax schemes across the USA
- Flexible deployment for shared hosting and dedicated hardware platforms
- Self-sufficiency for system operations and new deployments
ResultsBy working with Cerillion, PCM was able to grow its business with a broader range of offerings and by providing managed billing services to its customers. Key to this success was the flexibility of the CRM & Billing platform.
PCM also took advantage of the ease of integrating with the Cerillion system, so rather than going out to 3rd party vendors for additional systems, they used Cerillion’s API layer to create new screens for their own specific business requirements and to update additional databases.
