Transforming for Scale, Efficiency and Growth

Sinal is Denmark’s largest open-access fibre network owner and operator, providing high-speed connectivity infrastructure to households and businesses nationwide. Its network underpins services delivered by multiple providers, playing a critical role in Denmark’s digital infrastructure.

To support its next phase of growth – including significant network expansion and acquisitions – the company partnered with Cerillion to modernise its BSS/OSS platform and operations.

The upgrade to Cerillion 25.2 has delivered a future-ready platform that is already enabling operational efficiencies and positioning the business for strategic expansion.

Working with Cerillion, we now have a BSS/OSS platform that actively enables the business – from faster and more reliable change delivery to improved visibility across our operations. This is critical as we scale, integrate new networks, and take on increasingly complex initiatives.

The Challenges

As Sinal continued to expand its national fibre footprint, it needed a platform capable of supporting greater scale, complexity, and pace of change. Existing ways of working were becoming harder to sustain, particularly as the business prepared for a major network acquisition.

Key challenges included:

  • Increasing complexity in managing releases and system changes as the platform evolved
  • Limited end-to-end visibility across distributed order journeys, making diagnostics and issue resolution more difficult
  • Reliance on specialist tools and expertise to make configuration changes, slowing down delivery
  • The need to prepare for large-scale migration as part of the EWII fibre network acquisition
  • Fragmented infrastructure data across systems, impacting troubleshooting, support, and outage management

The Solution

Cerillion worked with Sinal to modernise its platform and operating model, combining a major upgrade with targeted enhancements to support both operational efficiency and future growth.

This enabled Sinal to address immediate challenges around complexity and visibility, while also preparing the business to scale – supporting large-scale service migration, improving infrastructure management, and enabling a more automated and flexible way of working.

The Results

The transformation has given Sinal a BSS/OSS platform that can scale with the business, supporting both increased operational demand and long-term strategic growth. Architectural improvements, including the move to load balancing, are strengthening performance and resilience, while enhanced observability – supported by distributed tracing across order processing systems – provides end-to-end visibility across order journeys. This allows teams to identify and resolve issues more quickly, improving operational control as complexity increases. At the same time, automation has significantly reduced the operational effort required to run the platform. The introduction of automated deployments has streamlined release processes and removed manual bottlenecks, improving consistency and reducing risk. This also enables teams to focus on higher-value activities rather than managing system changes. The platform is also enabling a more agile way of working across the organisation. Improvements to the user interface allow teams to tailor their environments to better support day-to-day tasks, while the shift to thin-client configuration means more users can make changes independently. This reduces reliance on specialist resources and accelerates the pace at which the business can respond to new requirements. Crucially, these improvements are not just operational – they directly support Sinal’s growth strategy. The platform is already supporting Sinal’s expansion to over one million homes, with the migration of 65,000 services as part of the EWII fibre network acquisition. In parallel, enhancements to infrastructure management – including the consolidation of previously fragmented infrastructure data into a unified GIS/PNI environment – are improving how the network is monitored, maintained, and supported. This gives Sinal a stronger operational foundation as it scales, while tools to accelerate the migration away from legacy P2P technology are helping to reduce cost and complexity as the network evolves.

Looking Ahead

With a modernised platform in place, Sinal is now focused on building on this foundation to support continued growth and operational scale.

As the business integrates new network assets and expands its footprint beyond one million homes, the platform provides the flexibility and control needed to manage increasing volumes and complexity. This allows Sinal to continue evolving its operations while maintaining efficiency and service quality.

Ongoing enhancements will further strengthen Sinal’s ability to monitor, manage, and optimise its network and services, ensuring the business remains well positioned to support future expansion and deliver high-quality connectivity across Denmark.
