Automated Fibre-to-the-Premises (FTTP) Provisioning

Sure delivers mobile, broadband, fixed line, data centre and enterprise solutions to consumers, corporate and public sector clients in seven jurisdictions: the Isle of Man, Guernsey, Jersey, the Falkland Islands, St Helena, Ascension Island and Diego Garcia.
Ultrafast Sure Fibre is being rolled out to every home in Guernsey by 2026. The traditional copper network Voice and VDSL broadband is being replaced with Fibre to the Premise (FTTP) services using advanced XGS-PON technology.

We’re keen on fully automating provisioning activities as we are a small team, and we have thousands of orders to process every year to move everyone to fibre. The move to FTTP involves multiple systems to provide IMS based Voice and PPPoE based Broadband services as well as ceasing the legacy network as the customer moves to the new network whilst keeping their phone numbers.

The Challenges

The Sure team worked with Cerillion and their network vendors to configure an end-to-end solution, including automated provisioning, that supports delivering fibre to both retail customers and ISPs who provide wholesale services.

Key project requirements for Sure included:

  • Complex orchestration between multiple systems for IMS based voice and PPPoE based broadband
  • Fibre activation in less than 60 seconds from ONT being powered on and ready for service
  • Close collaboration with Cerillion and third party network vendors
  • Following an agile delivery model focused on delivering a Minimum Viable Product (MVP) in 16 weeks

The Results

"Before we commenced the FTTP project, the Mobile Number Portability (MNP) workflow was our most complex automated workflow, now the fibre workflow has outpaced MNP with the number of systems and the amount of data that is handled. The workflow includes tasks for validating installation addresses, the dispatch of the customer’s WiFi router, and on completion of the installation at the customer’s address the creation of various usernames and passwords, allocation of VLANs and the activation of IMS Voice and Fibre Profiles to set the broadband speed and other service features and configuration of the Optical Network Terminal (ONT). All these tasks are automatically processed in around 40 seconds from the moment the engineer records the ONT as being powered on and ready for service. This fast activation enables all services to be working prior to the engineer leaving the site. There was fantastic collaboration between the Sure team in Guernsey and Cerillion’s project team in London, Bulgaria, India, and Australia to deliver the minimal viable product (MVP) and the subsequent enhancements. Everyone involved worked together as a single team and openly shared knowledge. This enabled us to explore practical solutions and make decisions quickly.
